The `He` in this verse is the HolySpiritFather.  He has in Christ Jesus -> establishd us -> made us unblameable -> made us One with Him.<p>He will complete this work at the return  of Jesus at which time everything that is corruptible about us is changed to incorruptible 1Co 15:53 1Co 15:52.
