Jonah had prophesied to Nineveh and she repented for a space of time so the Lord held back judgment.
But she fell back into gross wickedness and that is the burden that would bring about her destruction as Nahum prophecies.
As is the case with all prophetic books there are dual fulfillments of many of the prophecies.
