God created the Heavens and the Earth for a specific purpose: to raise up Children.  Hence, His requirement is that we recognize Him as Creator and Father and come into Personal Love Relationship with Him.  Those who do so are Received by Him.  Those who do not are Trash to be gathered and burned in the LakeOfFire.
