The plans of man are vanity and his efforts futile unless they are consistent with the Word and empowered by the HolySpirit.
In this verse we hear pre-incarnate Jesus who is the LordOfHosts referring to the HolySpiritFather as His Spirit.
What Jesus is telling us is that He has reconciled us to Himself, cleansed us by His blood, justified us by Faith in Him so that we may be filled with His HolySpirit who is the doer of all that is done.
Those who would discount the HolySpirit are doomed to live in weakness and poverty.
