This verse tells us that the Lord`s perfect will is limited by Man`s lack of coorperation. The reason man has this power to limit the Lord is that the Lord gave man SelfWill and the Lord gave man dominion over the earth. <p>God is sovereign but He is bound by His Word because of His integrity. ExtremeSovereignty impunes the character of the Lord attributing evil to Him. To impune the Lord`s Chararacter is blasphemy.
