A good person (one filled with the goodness of God) will do what is in the best interests of those they rule (serve) while the wicked ruler will serve themselves and rule harshly of those under them.<p>The heart of the ruler determines everything.  If they are honest, caring and fair there is hope for the people.   If they are self-seeking, the people will be abused. Eze 36:26
