I believe this speaks to the people who survive the DayOfWrath.   Such people will not have worshipped the beast or his image.   They will live in the MillennialKingdom as purely human individuals.<p>These people will have to believe on the LordJesusChrist who sits on the throne of David in Jerusalem in order to be saved.
