Mr. Randy Lucas, a Principal Scientist, has been with RTI since 1978.  He develops PC-based and Web-based data processing systems, including data entry, tracing, randomization, sampling, computer-assisted telephone interviewing (CATI), computer-assisted personal interviewing (CAPI), control system and web page reporting components.  He is experienced in all aspects of database design and management, including database structure, data entry, process control, data coding, data editing, and report generation.  He developed the Fully Integrated Control System (FICS), which is a database management system with emphasis on survey control.  Mr. Lucas is proficient in SQL, ASP, FORTRAN, PL/1, SAS, BASIC, ASSEMBLER, FICS, and INGRES.
