Such people have Reprobate Minds.   

You cannot look at a person and tell that they are a tare.   Looks are deceiving.   

This is why it is imperative that we engage people and share the Truth with them.   We cannot know their hearts until they speak Mat 12:34 .   

For by your words you shall be justified, and by your words you shall be condemned. Mat 12:37 I am justified by my testimony of Jesus Christ.     Those who deny Jesus will be condemned by their words against Him.      The Lord is not petty or silly.     He does not concern Himself with the mundane conversations of men but He will condemn liars to the Lake Of Fire Rev 21:8.

Jesus instructed His disciples on how to differentiate between good ground and bad ground Luk 9:5.   
   ➛ Good ground receives the Truth.   
   ➛ Bad ground rejects the Truth in favor of lies.   

The seed of the Word Of The Lord can only produce in Good Ground.   Whereas, a tare can produce in any kind of ground.   

So, how do you go about Recognizing A Tare?   
   ➛ you present the Truth to them
   ➛ you listen to their response
   ➛ a tare will argue with the Truth

Once a tare has identified itself as such you leave them as Christ left His generation:

I tell you, No: but, except you repent, you shall all likewise perish. Luk 13:3 Though it is not the Lord`s will that any perish, it is up to each individual to determine their fate.      The fate of a society or nation is determined by its trajectory which is defined by the summation of the trajectories of its people.      All nations that forget God will be cast into hell Psm 9:17.
