A law or regulation has no ability to enforce itself. Towns, cities, states and the federal government are lifeless entities that are incapable of thinking, speaking or acting.
It is people that make anything happen.
So, let's stop talking and acting like these lifeless entities say or do anything and name the names of the people who are thinking, speaking and acting on behalf of those entities.
Stop using the pronoun 'they' and name the names of the people who actually do the deed.
Accountability and responsibility must be a part of our society or we become slaves of those who would hide behind a badge, a robe or a title.
"I was just following orders" is totally unacceptable in a free society. The person who follows the orders cannot escape culpability for what they do for pay or under duress.
