This command is for us to tell people where to go!
What I am proposing here is that instead of just getting in people's faces and lecturing them about the Gospel we do something else:
We ask the person: Where Are You Going?
If you ask a person this question right out of the blue, they may be puzzled and say something like "into the kitchen" or "off to work" or "out to get something to eat", etc.
But by asking the question you have directed their thoughts towards destinations and now have a an opportunity to follow up with other questions about trajectories in this physical life as well as what happens once we die.
Since the Gospel is 'good news' make sure that relationship is the short term and long term destination to which you lead the lost.
Hopefully the person you minister to will respond positively to the Word and Spirit Of Christ. But for those who hear the Gospel and reject it you must leave them with the warning that Jesus gave: 'unless you repent you will perish' .
