Not recognizing that one is in a war is the best way to lose it.   

Giving time and opportunity for the enemy to shore up his defenses and gather arms and munitions will simply make the war last longer even if it is ultimately won.   

But only champions take action when action is required.   
Weak men struggle in double-mindedness and often lose their superior position because of inaction.
